Salary Range: $90,357 - $112,946 - $135,535 (typical hiring range: $96,000 - $107,000)
Location: We are a pan-Canadian healthcare organization and welcome candidates from across Canada. Our head office is located in Ottawa, Ontario and we welcome flexible work options such as permanent/fully remote, hybrid, flexible work hours, and compressed work weeks.

The Senior Power Platform and Developer is responsible for the design, development, and implementation of solutions using Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse) and Microsoft 365 applications. The role supports the integration of generative AI tools, including Microsoft Copilot and related technologies, into HEC’s systems and business processes. The position provides technical expertise and guidance on enterprise architecture within the Microsoft ecosystem, with a focus on developing applications, automations, and data solutions that align with organizational priorities. The Specialist ensures that privacy, compliance, security, and responsible AI practices are consistently applied. The role works closely with internal stakeholders to identify and prioritize opportunities, standardize development practices, and support adoption of Power Platform and AI-enabled tools. Responsibilities include developing and maintaining solutions, enabling end-users through training and coaching, and contributing to organizational change and continuous improvement related to digital and AI capabilities.
Your core responsibilities include:
- Design, develop, and deploy solutions using Power Apps, Power Automate, Power BI, Dataverse, and AI Builder.
- Build and integrate generative AI capabilities and agentic solutions (e.g., AI agents) using Copilot Studio, Microsoft Power Platform, and related tools.
- Support the full lifecycle of solution delivery, from ideation and prototyping to deployment, maintenance, and enhancements.
- Conduct reviews of existing systems, integrations, and data flows to identify risks, opportunities for improvement, and to document technical architecture.
- Creates, manages, and optimizes relational database schemas to ensure efficient data storage and retrieval that can scale.
- Writes complex SQL queries for reporting and data analysis.
- Collaborate with cross-functional teams to gather, interpret, and translate requirements into intelligent automation and AI-enabled solutions and ensure alignment with business goals and objectives.
- Collaborate with stakeholders to understand business needs and requirements and develop appropriately configured solutions that meet those needs while maintaining alignment with overall HEC IT standards and principles.
- Ensure solutions are secure, scalable, and aligned with enterprise architecture, compliance, and privacy requirements.
- Contribute to the development of policies, standards, and best practices for Power Platform and AI solution delivery.
Education and experience you will need to have:
- University degree in Computer Science, Information Science or a related field is required, College diploma with equivalent work experience may be considered.
- Minimum of 5 years experience in Power Platform (Power Apps, Power Automate, and Power Virtual Agents) and enterprise architecture, or related field with a focus on privacy and security.
- Proficient in M365 (Outlook, Word, Excel, PowerPoint, SharePoint, Teams, OneDrive, Forms, Power Automate, Power BI, Power Platform, Dynamics), Microsoft certification an asset.
- Advanced SQL knowledge, with previous experience in Microsoft SQL Server database administration and performance optimization.
- Previous experience and familiarity with Copilot Studio solutions.
- A passion for AI innovation and a strong understanding of how to apply generative AI to real-world business challenges.
- Experienced working in a Cloud-based environment.
- Development and solutioning experience in SharePoint Online with focus on integration with agentic AI solutions and Power Platform.
- Strong understanding of Dataverse, APIs, connectors, and integration strategies.
- Experience with agile methodologies and DevOps practices.
- Familiarity with cloud platforms (e.g., Azure, AWS) and containerization technologies (e.g., Docker, Kubernetes).
- Familiarity with Azure AI Services and Azure AI Foundry.
- Knowledge of privacy and security best practices and related technologies, including data protection, encryption, access control, data classification, and data retention.
- Demonstrated understanding of modern security frameworks and principles.
- Bilingual in French and English is an asset (English communication skills at Advanced “C” level required).
- Ability to manage multiple priorities and deliver high-quality results in a fast-paced environment.

- Experience writing policies, process mapping and designing workflows.
